[Vehicles]: Fixed an issue where POST /vehicles/ev-consumption returned HTTP 403 Forbidden for a sub-user with access to the vehicle.
[Events]: Fixed an issue where GET get_vehicle_detailed_event returned an HTTP 5xx error for a malformed start_ts or end_ts. It now returns HTTP 422 Unprocessable Entity.
[Documentation]: Fixed an issue where the API reference page could fail to load after a release, until it had been opened once on every server.
