Approve a Carpool Booking
POST/carpool/bookings/:booking_id/approve
Approves a booking that is waiting for approval. This operation is available to the main account only. The request has no body.

| Any other status | 409 with CARPOOL_BOOKING_STATE_CONFLICT. Nothing is changed. |
A booking that does not exist, belongs to another account, or has no vehicle
the account can see returns 404.
The main account decides for every department at once, so any approval or
rejection a department manager already recorded is replaced, and
approved_by and declined_by read null afterwards.
The approval notifications the account has switched on in its Carpool settings are sent to the driver and the fleet managers, the same ones sent when a booking is approved on creation.
