Decline a Carpool Booking
POST/carpool/bookings/:booking_id/decline
Declines a booking that is waiting for approval. This operation is available to the main account only. The request has no body.

REQUESTED, EXPIRING_APPROVAL | The booking becomes DECLINED. |
| Any other status | 409 with CARPOOL_BOOKING_STATE_CONFLICT. Nothing is changed. |
Department managers who have not decided yet are no longer asked. An
approval a manager already recorded is kept, so approved_by still names
that manager, and declined_by stays null because the decline was made
by the main account.
No notification is sent.
